[bt-spec] URI issue subquestion #1

Rather than continue to go round and round the same loop maybe we should
break this discussion up into individual points. Based on the group's
answers to each we may then find that it simply isn't necessary to continue,
or vice versa.

So, on that note, here's the first point:

Do we think it is necessary to support the migration of entities?

Our answer is yes and I would assume that that is the committees view too,
but it would be useful to see.
