I understand the issue and personally could be persuaded, but I believe this is outwith the formal process for issues for BTP 1.0, because it is not part of, or a product of, discussion on an issue submitted prior to the 30/11 deadline. Did we not have the notion of a status: "deferred to a future version" for issues? Would it be acceptable to all concerned to put this one into that camp? I believe we need to be reasonably careful about the formalities, and also careful about minor changes that are not _necessary_ because they simply shuffle the working to make it more beautiful.

Description:
1. Make the context a pure application-level message, i.e. by delegating its creation to the intialiser.

2. Add what would have been context payload into the begin/begun messages for begin/begun exchanges.

This would give the following benefits:

1. Context message semantics are much cleaner (i.e. we only see it if we are an application).

2. Simply message exchange for the creation of transactions.
