[bt-spec] BTP draft 0.9.1.3

Folks,

there is a new draft, 0.9.1.3 of BTP on the oasis website. This includes
some revisions of the state tables, accommodating issue 81 (resending enrol)
and 104 (confirm-one-phase:resign collision). It also includes the changes
for the proposed solution to issue 30.

Change marks are against 0.9.1.1, thus including all the issues that are
currently "solution proposed", which I suggest be voted.

On the Choreology "extra" pages (www.choreology.com/~btp) there are copies
of the new state tables, with links from each valid state/event intersection
to a scenario that shows it. (The test program did about 2million trials
without error, as well)
