Here is an break-down of what a few other standards groups have used for versioning their namespace URIs ...
 
DSML 2: urn:oasis:names:tc:DSML:2:0:core
 
SOAP 1.2: http://www.w3.org/2001/12/soap-envelope
 
UDDI:
version 1 namespace: urn:uddi-org:api
version 2 namespace: urn:uddi-org:api_v2
 
Also, since we are tweaking the namespace URIs, now might be a good time to change the not so meaningful 'xml' suffix to 'core' (following the DSML example.)
 
I propose the following namespace URIs:
urn:oasis:names:tc:BTP:1:0:core (from: urn:oasis:names:tc:BTP:xml)
and
urn:oasis:names:tc:BTP:1:0:qualifiers (from: urn:oasis:names:tc:BTP:qualifiers)
