[bt-spec] issue 107

I forgot I meant to ask for issue 107 to be promoted to open for
incorporation in 1.0

It already has a worked out solution, and it's just an editorial bug to
align with what is already clearly stated in the description of the
report-hazard parameter. (in fact, as editorial, possibly it didn't need to
be deferred anyway).

Please can we make 107 open - and then instantly solution proposed.
