I agree with Peter that it is a binding issue (i.e. abstractly an address is
"enough info to get there for the particular carrier").

Alex and I were discussing a variant of this issue on Friday, in preparation of
the 0.9 draft.

For the SOAP bindings it is not necessary to repeat the information about
binding SOAP to HTTP and SMTP but I believe it is necessary to have binding
strings that identify the whole of the carrier protocol stack:

"btp1.0-soap1.1-http1.1"
"btp1.0-soap1.1-smtpx.y"

This also implies making a clear statement about SOAP version, etc, as shown.

An actor may publish addresses for both in an address.
