Subject: RE: [business-transaction] 0.9 to 1.0 progression

Title:
Of course - we didn't mean there was no further technical change (the conclusion of the rpc and messaging discussion is likely to have some technical impact), but that we should work to a deadline and postpone major, good ideas till early next year with the perspective of a second edition to reflect them.

Just want to point out that as far as I understand in order to get a spec approved by a TC you need 2/3 majority vote.
In light of this you should be *open* for non-editorial comments, even if they take time.

Subject: [business-transaction] 0.9 to 1.0 progression

Since I've returned to the northern hemisphere, we in Choreology have been discussing progression of the BTP spec. There are several sources of new issues - some deliberately postponed from earlier (security, non-repudiation etc), some from recent discussions (Sazi's post-completion message), some likely to come from people and companies that have recently joined. However, we think it's essential to get BTP 1.0 out as committee specification - published and stable, but not immutable - rather than slow it up (and re-open the scope issue further) at this stage.  So we propose, for consideration as motions tomorrow:

as Mark Little suggested, get 1.0 wrapped up before Christmas (Mark said final text on 7 Dec, vote 14 Dec), on the scope as agreed and the base of 0.9

extend the already agreed charter for continuation (agreed at San Jose and included in the spec, copied below) to study new requirements and proposals for inclusion in a future edition of BTP (with the intent that this should begin from when we have approved 1.0 as committee specification).

Proposed: Peter Furniss
Seconded: Alastair Green

---------------
Continuation charter, as in 0.9 (or indeed 0.6, identical at this point) :

As of the date of adoption of this specification the OASIS BT Technical Committee is still in existence, with the charter of

*       maintaining the specification in the light of implementation experiences

*       coordinating publicity for BTP

*       liaising with other standards bodies whose work affects or may be affected by BTP

*       reviewing the appropriate time, in the light of implementation experience and user support, to put BTP forward for adoption as a full OASIS standard

(in the light of the message Mark Little sent round a couple of weeks ago about OASIS rules on publicity, the second bullet is probably ultra vires)
