Subject: [business-transaction] info on BT TC email votes
The issue was raised during the conference call today (Nov 29) of how the process of email voting works. What follows is the description of the process. First part is the resolution from today's conference, second part is the initial process description of email voting. Resolved during the Nov 29, 2001 teleconference. The first sentence was explicitly resolved by vote. The text following the first sentence I've added to make explicit what I thought was implicit in the discussion. The first sentenced was voted and agreed by quorum. Feel free to disagree with the additional text. Email votes shall be initiated by the chair, at the chairs discretion. The initiation of the vote will be based on email discussion and will reflect either rough concensus or unchanging polarization of voting members of the TC. Resolved during the Aug 16, 2001 teleconference. BT Technical Committee decisions can be taken by electronic mail votes. Votes must be returned to the chair within one week of a call for vote (with the propositions attached) being circulated by e-mail. Abstentions can be recorded, and count towards obtaining a quorum.
