[business-transaction] BTP issues list

According to our previous decision, the BTP issue list is now closed for new
technical issues, though still open for editorial issues.

However, there are still new minor things turning up (mostly dug up by Jim
Webber at the moment), that have a minor technical taste, in that the
resolution could change an implementation (whereas I take it that a purely
editorial issue would not change an implmentation ).  Rather than bend the
classification or have an issue about the issue discussed on the lists, I
suggest that these be given their true tag (minor tech), with of course the
understanding that a resolution on the line of "interesting but too late" is
possible.  So I just keep adding to the list as things are sent to me.

If there are suggested issues that seem (to me) to be too big to justify
minor tech, then we (I and the proposer) will bring it to the list to
determine if it should be put on the list somehow.
