3. XML schema
   The XML schema is currently included by reference as a normative part of
   the document.  The natural language and the XML schema are intended to
   say the same thing.  It is probably that conflicts between the two
   expressions will arise.  Is a conflict resolution mechanism necessary?  If
   such a mechanism is necessary what should it be?
   Suggestions have been made that the natural language text should be
   definitive and the XML should be definiitive. 
4. WSDL
   Should the WSDL be included in the specification either directly or by
   reference? 
   Is the WSDL a normative part of the specification?
   If the WSDL is to be normative conflicts between the WSDL and the natural
   language elements of the specification are likely to arise.  What is the
   mechanism for resolving conflicts between the two expressions?
