It should be.  I have seen it return busy at certain times of the day.

 

It may require your SourceForge user - rather than anonymous - not sure.  SourceForge have documentation on that.

I am not finding source code for IDE available in CVS repository. I can see folders under subversion but always getting the connection time out when I try to download.

 

I was wondering that subversion repository is publically accesible or not.
