Functionality of include and import

Allied to the strawman on output rendering - there is a secondary need to review
the exact behaviour of our current include / import faciltities.
Particularly to have a method to select a portion of the content (via say a
link/anchor familiar URI/#target system) that allows one to drill into an
external source - rather than just having to always include the whole file
completely.

This also applies to building up a structure from descreet components - say from
a registry using RESTful URIs as references.

Again thoughts / comments welcome.
