I'm trying to shake off the flu' tonight - but thru the waves of brain
fug - this  
would appear to be highly doable. 

One thing that the simple example I did of invoice does not have is the
use of the context $variable mechanism in the CAM template <header> 

Following your line of thought - we could just add a $variable -
$TAX_REGION - and use that to selectively apply rules and structure
elements accordingly. 

And of course ebBP/BPSS now also has the $variable mechanism - so this
can be also passed via the business process too.

In short - if we can work out the details with the TAXml folks - then
most certainly we can overlay those using the context mechanisms in
CAM. 

Perhaps next step would be to discuss this offline with the TAXml folks
and see who would be interested in contributing?

What might be extra cool now would be for a set of regional
implementation guides to the UBL 1.0 SBS Invoice to be
completed by OASIS Tax XML TC and for some collaboration
with OASIS CAM TC to result in an official CAM template for
each such Tax region. That would nicely supplement the OASIS
joint ebBP TC / UBL TC ebBP 2.0.3 business process definition
for an Invoice (SBS) notification process and corresponding
collaboration profile agreement template.
