OK - I now understand why there are two ballots - the first is for us as a TC to decide that we want to transition to the new IPR - and to pick the IPR mode we want to use.

Next once that is decided - then OASIS needs to do a separate ballot that includes TC individual members but also company representatives - since a company has to endorse the IPR change as well since the new IPR requires more commitments from companies.

I'd like to leave a couple more days here for people to comment - but otherwise I will propose a ballot to transition and choose the RF on limited terms as preferred.
