Hi David,

  We'll want to make sure that this has some proper qualifications. 

First, these aren't OASIS Observations - they may be OASIS Election Markup Services TC Observations; similarly "an OASIS White Paper" should be properly identified as work of the TC and not OASIS as a whole.

In the Abstract, again, please identify this as work of the TC and not OASIS as a whole. This document has not been reviewed or approved by the OASIS membership.

If this is to be submitted on behalf of the TC and identified as work of the TC, please make sure that the TC has voted to approve the document as such.

There also needs to be a standard notice section which appears to be missing:

Here is the draft of the paper attached - outlining the opportunity for NIST and the EAC to collaborate with OASIS.

Assuming this all makes sense - then I plan to submit this also to the workshop.
