I don't view my proposal to require the use of UTC as 'partial conformance to ISO8601'. All timestamp values MUST be valid ISO8601 strings - there's nothing partial about it. What I'm proposing is that CAMP add *additional* constraints on the use of timestamps such that, on top of all timestamps having to be valid ISO8601 strings, they must also be in the UTC timezone.

I think these additional constraints are not onerous to implement. In fact the situation is quiet the opposite; this constraint will make implementing CAMP easier and less error prone. Of course individual clients can and probably will express timestamp values in the local timezone (or whatever timezone the user chooses), but this has nothing to do with the values that are communicated on the wire.

Finally, I find the text starting with "Note: Implementations MAY support ..." to be vague. I can't tell what it requires a CAMP implementation to do or not do. For example, can a CAMP server select an arbitrary timezone *without* being asked to do so by the user? Can a CAMP server use one timezone for some resources and another timezone for other resources?
