The proposal does what Anish wants.  the Proposal is for an attribute called "Required" with boolean values.

However the issue still requires answeringl a question on whether we need to be able to express array size min or max values for any of these
attributes.

For example, does it make sense to send a Required =" true"  array attribute with zero members?  This seems wrong.
