Added Map type, and normative restriction prohibiting duplicate keys.

Added normative language that prohibits both servers and clients from sending JSON objects with duplicate keys.

Added normative language suggesting that clients receiving duplicate keys SHOULD raise an error, and that servers receiving duplicate keys SHOULD raise an error.
