Proposal for PART of this issue, specifying the PDP upload format as a ZIP with a well-known descriptor in section 4.1.  It was agreed at the last meeting to seek integration of this early, where there appears to be agreement.

We will continue to work on the actual format of the PDP (sections 4.2 and 4.3) also as part of this issue.  For avoidance of doubt, the state of that thinking is currently reflected in Gil's draft as the most recent (which includes this version of the "part1" text) and my comments directly above.

Also note that this issue is constrained by the results of CAMP-21.  (I have removed the comment to that effect which had been entered in the proposal line.)
