I like this proposal, but I have one minor quibble with the wording. This first bullet point in Section 4.1 reads:

"Exactly one deployment plan file called "camp.json" located in the root of the archive, comprised of valid JSON with a schema as defined subsequently in this section"

Maybe it's me, but when I read the word "schema" I expect to see some sort of formal (if not machine processable) definition of the structure of the thing being discussed. AFAIK we don't have any plans to produce such a formal definition May I suggest:

"Exactly one deployment plan file called "camp.json" located in the root of the archive, comprised of valid JSON, the structure and semantics of which are defined subsequently in this section."

Obviously we can s/json/yaml/ if we decide to go that way.
