Once the appropriate targets are identified (Provider, Consumer, PDP), we should try and see if it makes sense to rewrite statements with 2119 keywords to include the targets. This would make it easier wrt testing.

For example, instead of saying "On a successful registration, the server MUST return a 201 Created status code." we would say "On a successful registration, the Provider MUST return a 201 Created status code."

This would also simplify the conformance section. For example, for Priovider Conformance we could simply say: "A Provider is conforming to this specification, if it implements all the mandatory requirements ("MUST"s)  in this specification."
