This was discussed on the 2013-06-26 call.
The reason for making the attribute in the resource definition optional is because a platform may allow one to create an AssemblyTemplate (registration) through means other than those described in the specification. It is even possible that a platform may allow one to register without a PDP package (ie. use some other packaging). In such cases there won't be a pdpURI. But if one used a PDP to register using the method described in the spec then this attribute is required to be present.
