If a Platform implementation wants to make components shared by other users available as part of the platform (a BAD idea IMHO), they can still do so. 

They just represent those components as PCTs in the current specification. There is no confusion then about whether any of the semantics:

* who created it
* who manages it
* who can delete it
* who can see it
* when it gets automatically deleted 

apply to that component as it looks, smells and acts like a PCT to *this* user.
