As of WD21, this would be Section 5.9.4. Also, in the spirit of CAMP-83, we should make this a normative statement:
Platforms are allowed to support, via extensions, packaging formats and registration methods not specified in this specification. Therefore this attribute is not required to be present in the general case. However, when a PDP is used to create an Assembly Template, as specified in Section 6.11, this is a attribute SHALL be present in that Assembly Template.
We also need to apply an analogous change to Section 5.9.5 for dpURI.
