The conformance sections, 8.1, 8.2, 8.3, refer to this table for conformance requirements for Providers, Consumers, and PDP.
However, the identification system, CO-, PDP-, RE-, PR-, EX-, with the possible exception of PDP, have no obvious relationship to the implementations that may be seeking to conform. In some cases, use of Provider/Consumer provides a clue but for example: PR-29:
The media types associated with the various formats SHALL be as follows:
ZIP: "application/x-zip"
without more context, isn't attributable to any particular conforming implementation. I would assume at least Providers and Consumers but that's a guess on my part. Probably a good one but standards readers should not have to guess.
