Summary: Plans resource does not have Parameters (was: Application Component Templates do not have Parameters)
The context of this issue has changed, but the underlying problem remains.
We say that "The schema of the Plan resource returned from a CAMP Provider MUST conform to the schema for Plans described in Section 3.3, "Plan Schema" ..." and there is no "parametersUri" node/attribute defined in Section 3.3. This means that you can't define parameters for a Plan resource which means that you can't use parameters to tailor the instantiation of an application from a Plan.
