parameters exist on assembly_factory, service_collection, plan_factory resources.
That makes sense as these are the resources that you can post to.
To create a running assembly from a plan resource the user agent sends a post message to the assembly_factory with the plan uri as one of the parameters. A user agent does *not* post to the plan resource itself to create an assembly from it.

So, it seems to me that this isn't an issue.
