Proposal moves the "external_management_resource" up to the top-level, abstract "camp_resource" resource. Although this might be an overkill, it saves us from having to try to decide, a priori, which resources types probably would/wouldn't have references to external management tools. Any CAMP resource can have an external_management_resource reference.
