For coordinates, we have adopted an approach of "normalized VDC" at the DOM 
interface -- mm coordinates with lower-left origin, regardless of the 
actual VDC encoding details in the WebCGM instance.

Why would we not adopt the same philosophy for color?  I.e., what use case 
would argue compellingly for exposing the CGM's color coding range?
