Here are my WebCGM 2.0 suggestions

Thumbnail sketch escape
Shall occur between the begin picture and begin picture body.
Shall consist of a PNG image encoded as an SDR of type BS

Protection Regions
Add to profile, but restrict the number of simultaneously defined regions 
to 1. This could be done by requiring the region index to be equal to 1.

Compound Text Path
Leave it prohibited.

Application Structure Attributes
Add visibility and interactive to all application structure types.

Closed Figures
Increase the maximum number of elements from 128 to 1024

Cell arrays and tile arrays.
Increase the maximum cells to 4096x4096 for tiles and cell arrays, and 
32,768x32,768 for bitonal tiles.
Remove restriction on cell path direction and line progression direction.

Restricted Text Type
Require it to be box-cap

Line end style (arrows and circles)
Add escape to specify the width and ratio of length to width of arrow heads.
This would also specify the diameter of end type of circle.
Add line cap style to set beginning and/or end of a line to be an arrow or 
circle.
This would allow lines other than solid to have beginning and/or ending arrows
and allow one applications arrow heads to interoperate with other applications.
