A conflict between two normative sections in WebCGM 1.0 concerning the =
use of the name
attribute with para and subpara APS types was identified. Lofton will =
propose an errata statement to address this.

This was related to the issue that the content model in Webcgm 1.0 3.3 =
was normative and should have been declared informative.  There were =
several places that referred to the content model as the normative =
definition of the allowable content.
