Proposal: Visibility on Picture

Hi cgmo-webcgm,

  I've talked with my colleagues regarding the best way to introduce a
  function at the picture level. The various approaches went from:
  
  i) having WebCGMPicture derive from WebCGMAppStructure instead
  WebCGMNode.

  ii) adding an additional style property 'visibility' that would only
  'Apply To' WebCGMPicture.

  iii) ad hoc approach, adding a setPictVisibility(on|off|inherit); to
  the WebCGMPicture interface.

  Recommendation: iii. It's the easiest for editors and implementors
  (given the time constraints we are facing).
