a simple test harness

Starting to work on WebCGM20 Test Suite, I have made a simple test harness 
and put it on the FTP site:  WebCGM20-TS-TOC.html

It is borrowed from the style of the WebCGM 1.0 TS Dynamic harness -- it's 
really just a TOC page for all of the 2.0 tests, that links to the html 
page for each test.  Comments, suggestions welcome.

In the process, I made these additions and changes about tests:

NUBS01.htm -- new
NUBS02.htm -- new
region_clip.htm -- adjusted <img> element dimensions to eliminate distortion.

Test topics, including the status of the implementations, should be on the 
next (1/4) agenda.

Btw, I have a simple question about conventions:  do we want to use .HTM or 
.HTML for the extensions of the individual test case HTML harness files?  I 
have typically preferred HTML, but I notice that all such files on the FTP 
site are HTM.
