static test suite errors

I have had a look at the 1.0 static tests also, as we prepare for WebCGM 
2.0 test suite.

The good news:  all 232 existing ones are still appropriate for 2.0.

The bad news:  there are some errors (mea culpa, I guess).  These have 
apparently been there since release 1.0 (which was put up around January 
2002), and that is currently still up there (but being replaced by 
Rel-1.1.)  Odd that no one noticed/complained.  They will still be there, 
initially, when the currently in-progress upgrade to Rel-1.1 is complete.

There are probably more errors, but I found these with a quick pass through...

COLRMD01 -- PNG does not match description.  PNG:  "black" edge on green 
rect, plus black text.  Description:  both should be red.  In the CGM, the 
things that look "black" are (6,0,0) and (3,0,0), on color value extent of 
0-255.  I think the CGM got mishandled somewhere, and those two direct 
colors should have both been (255,0,0).

COLRMD02 -- PNG is wrong.  Colors should be as self-described in the 
picture.  CGM is correct for this test case.  (The viewer that made the PNG 
has got it wrong, about effect of changing color selection mode -- violates 
rule in 6.7.6.)

MDRTST01 -- description (HTML) is wrong.  The marker type is "cross" 
(5).  [Metacheck catches a technical error in the CGM:  bad value on 
Metafile Element List.  This bug was introduced by MetaFix.]

MFDESC01 -- description (HTML) mentions "ATA" instead of WebCGM in the Test 
Purpose.

POLYMK01 -- description (HTML) does not match PNG.  PNG matches CGM.  The 
CGM test looks like it is probably wrong -- I think the description is what 
we want, and somehow the CGM got distorted.

POLYMK02 -- same error as POLYMK01.  (Plus ... bad test design to have 
small yellow dot on white background.)

POLYBZ04 -- in description (HTML), #4, s/top/bottom/
