Issue CL-c8: view context is deprecated

I find this one interesting as it might be an opportunity to close the
gap between the two specs.

Some background information:
- In SVG 1.1 Full, you cannot link to a particular object, you can
only link to a predefined <view> element.

- The <view> element is not in the SVG 1.1 Tiny spec

- The <view> element is not in the SVG 1.2 (last call) Tiny spec.

- There likely won't be an SVG 1.2 Full spec (the more likely would be
a 1.3 Tiny).

- SVG 1.2 Tiny is adding a new attribute:
  focusHighlight = "auto" | "none"
  Specifies whether a SVG User Agent should highlight an element on
  focus. 

  This attribute is somewhat similar to our highlight concept in CGM.

I'd like to talk to CL about this as there seems to be some
shortcomings in SVG Tiny 1.2. The section: 14.3.2 SVG fragment
identifiers (sorry members only) seems to imply that <view> still
exists, but that's not the case. Also, it's unclear to me if linking
to a particular object assigns the focus that given object.
