Yes.  Certainly true as written, but probably not very useful.

I changed it and entered the change in the Appendixes/Change Log.  For 
internally (TC) derived small changes (typos) like this, I'm trying to 
avoid putting an item in the proposed-changes.html.  If anyone disagrees 
with that, let me know.
