trans-cell-color test uploaded

The TRANSPARENT CELL COLOUR test is ready.  On FTP I have placed these files:

trans-cell-color.htm
trans-cell-color.cgm
trans-cell-color.png

This is a CGM V3, WebCGM 1.0 compliant test of the TRANSPARENT CELL COLOUR 
element (CGM V3).

 From preliminary quick look, at least three implementations seem to view 
it correctly.  I am adding the test to the matrix (even tho' it is a WebCGM 
1.0 test).

For the QUEUE, a low priority item for future simplification/improvement:
-- change Font List from "Arial" to "Helvetica"
-- and then eliminate Font Properties
