As Forrest pointed out, the PNG image for DGNTST05 was missing (and as Rob 
pointed out, 05 was not listed in the WebCGMframe.html harness, skipping 
from 04 to 06 -- which leaves it arguable whether the test was included in 
the 1.0 static suite or not.)

A quick check, it looks like two Pass.  The other two I would judge as 
Partial, with one closer to Pass (it dropped the text altogether), and the 
other closer to Fail (text fails -- it's bigger than the labelling text -- 
and markers are dubious).

As a side note, the conformance criteria for this degeneracies test are 
somewhat wooly, "...interpreters select the minimum available size".  So 
anything small -- i.e., arguably "smallest available" -- should suffice.
