An ambiguity in the test "fragment-idC2H-BE-01" was discussed at Cologne -- 
there is browser dependency in linking to an empty anchor at the end of the 
target HTML file.  There is a fix on FTP.

Please download and update your test suite with:

fragment-idC2H-BE-01-target.html
fragment-idC2H-BE-01.png
fragment-idC2H-BE-01-dyn-bottom.html
fragment-idC2H-BE-01.xml

I have verified that at least two implementations pass the disambiguated 
test.
