Looks like a good thorough analysis, thanks.  I only had a brief look so 
far, but want to clarify one question about the scope this item...

As I understood the idea, we are not supplying a mechanism to override 
defaults of anything that has a well-defined default in CGM:1999 or in 
WebCGM, e.g., LINE TYPE.  Rather, we are supplying a unique default for 
things like those V3/V4 elements (e.g., LINE CAP) that did not exist in 
V1/V2, for which reason the Model Profile and WebCGM choose the default of 
effectively "any valid value from amongst the standardized values".

Is that correct, or on the other hand do I misunderstand the scope of this 
item?

(From my brief glance at the table, I think "correct" -- you seem to have 
excluded items that have a well-defined specific default in CGM:1999 or MP.)
