This is a summary of the discussion I had with Chris about WebCGM and 
animation:

He has no problem in principle with adding either more DOM-animation 
support hooks (e.g., Style Properties), or some declarative animation.  He 
notes that SVG took a 2-stage approach, first DOM script-based, and then 
declarative to avoid the shortcomings of DOM-based. A critical evaluation 
criterion is that it [any WebCGM animation] should remain mapable into 
SVG/SMIL.

This completes my action item.
