Thanks Ulrich for sending this in. I'm focusing on the 'rotate' call in this email. In an attempt not to get too technical, I'll try to work by examples.

I think we can agree that 'dial' rotation is a typical use case for CGM illustrations. I've attached a WebCGM 2.0 file that contains a single APS (AmpsMeter, which we want to animate). Let's assume that this dial is part of a larger 'training' control system.

In the 'close' state, the needle is in its current position.
In the 'running' state, the needle is in the middle.
In the 'danger' state, the needle is pointing to the far right.

There's a 35 degree difference between the left position to middle; and another 35 degrees from middle to the right position.

Say the system goes from 'close' to 'running', so we need to do 35 degree rotation. Here are some questions about how to do that.

- how do we specify the center of rotation? In this sample file, the center of rotation is not the center nor a corner of the bounding box. How do we solve this?

- is it a 35 degree or -35 degree rotation? what is our coordinate system?

Now, lets assume the system goes from 'running' to 'danger'.

- are transforms additive or not; i.e., is it an additional 35 degree rotation we want to do; or is it a 70 degree rotation? additive or replace?
