I'm not sure that I understand what you mean exactly by "enumeration."

The three integers for the design group values correspond to the typeface's
ISO Class, ISO Subclass, and ISO Specific Group respectively.  These
categories are all described in ISO/IEC 9541, Annex A.  For example, if your
font was Stempel JANSON, the value of the Design group parameter would be 4
1 3.

Does anyone know where the enumeration of the Design Group 
parameter in CGM Font Properties can be found?

I found the ISO/IEC 9541, Annex A which describes the typeface 
Design Group taxonomy but contains no enumerations.  

This has become an issue in implementing 2.1 ACI generic 
font substitution and dealing with CGM Font Properties.
