In your html file you are rotating around (73.85, 59.7)
NVDCS which I have marked in the drawing below, but in your reference PNG the arrow
appears to be rotated around (50,50) I think if you change the point in your
html to be (50,50) it would match the reference PNG. Also a 90 degree rotation
would rotate the arrow counterclockwise, your reference PNG shows a clockwise
rotation.
