Although it is not a requirement, I think adding a point to the scale
function would make coding easier for the average user. I see no downside to
this.

Discussion:
In threads [1], [2], it was concluded that it is a convenience, but not 
really necessary.  And SVG omits it as well.  (Which is relevant but not 
the determinant of this issue for WebCGM.)  Ulrich reports [3], after 
working on transform tests, that his team *strongly* supports the addition 
of the parameter.

More opinions?  Who wants it?  Does anyone object?  Is there any technical 
down side?

Recommendation:  Tentatively, "add scale origin point", pending further 
discussion.
