I agree with Stuart here.  I also don't ahve to implement this, and I'm also
slightly in favor of the reference point as a convenience to script writers.

I don't have to implement it but am slightly in favor of including the
reference point because if we don't then the normal call to scale will
be three calls (or two if the tranform matrix is used) when not scaling
around the orgin.
