progressing the transform tests

The big group of transform tests has not moved much lately.  If the
matrix [1] is correct, then it looks like that present action items are
on Forrest and Don, for reviews.

If the matrix is not correct, please update/clarify (pointers to the mail
archive would help enormously!).

It would be nice to be able to progress these to TAP/Approved.
