timing considerations for 2.1 OS

Stuart and I have talked out the potential schedule moving forward.

Given that the WG does not anticipate exiting CR before 01 November, we 
conclude that the earliest OS ballot opportunity is January, which would 
mean OS/REC in February.  This is a month later than we earlier anticipated 
might be possible.

These estimates assume a 15-day public review in mid-late November, 
followed immediately by a CS vote (anticipating no negative public-review 
comments), and application for the OS ballot before mid-December.  This all 
looks doable if we are able to initiate OASIS 15-day public review in the 
week of 18th November.
