FW: The PolyBezier Element In CGM

Our friend Dick Fuhr has been working on the Polybezier element for BoGART,
so he started looking at its definition in the standard.  He ran into some
problems like he did when he was investigating NUBS/NURBS.  Attached are his
comments for discussion.  Let me know what you think.
