Betreff: Re: [cgmopen-ms] CGM Transition - Reminder and next steps

Dieter,

A few important considerations:

The Members of the Member Section voted to transition to CGMO Foundation in May. I and the Steering Committee owe them appropriate

progress in that direction.   My efforts that have offended you are

only in an effort to make progress on that vote taken months ago.

>Your wording seems to suggest that not much has happened since that vote, but this is not the case.

As to the potential closing of the TC:

The vote to transfer development of the spec outside of OASIS dictates the TC closes. That was a decision of and by the members.  While disappointed, I support that decision and want to make sure the process proceeds smoothly.

>I agree that the TC will eventually close. There has never been a discussion about closing it in October, or after the upcoming Board Meeting.

On the potential closing of the Member Section:

The Member Section Policy requires 5 Supporting Entities. There are currently 4 organizational members of the Member Section and 2 Individuals.  Your Program Director has previously intimated that he expects attrition will prevent meeting the minimum requirement in November. If there are 5 Supporting Entities in November we would be delighted to initiate the annual Steering Committee election and proceed forward in that direction if you so wish.

>It seems logical to me to close the Member Section once the transition will have happened. While we are in discussions about several things, including financial aspects, the Member Section cannot give up its status as a part of OASIS, which would make a difference in discussions with the OASIS Board, for example.

Again, nobody has ever discussed to close the Member Section in October, or right after the upcoming Board Meeting. The SC will definitely help with this process, but the transition has to happen first.

It is no secret that I have advocated for closing the Member Section to reduce the bureaucratic burden on your group, and I believe there are more productive ways to use your time to support CGM, but of course I could be wrong.  I take your guidance that you may wish to proceed with the Member Section.  I would be happy to support this change in direction, but please do be offended if my latest information on the subject came in the email from the CGMO Steering Committee on 1 September that reads in part:

"As we know that no further CGM activity will take place within the MS or the WebCGM TC...."

>You know exactly that there is no change in direction, and you should not present the current situation as one. The Member Section, its SC, and the TC are still active, and they will continue to do so until all necessary assets will have been transferred to CGM Open Foundation. If that is necessary after November, we will hold elections as required.

In summary, in order that we fulfill the Member Section request to transition as voted in May, we need the the TC to follow the prescribed steps,.  Chet and Jamie will provide the appropriate guidance and the TC can choose if and when to follow that guidance--but not following that guidance will create a conflict with the vote to transition.  Above all, you can know that OASIS staff will support our members and their decisions to our best ability.  I am sorry that you perceive this support an inappropriate pressure, that is not the intent.

>and since May we have been in discussions with you to prepare the transition. We are not done yet, especially not on the financial side. I appreciate the help of Chet and Jamie, and we will choose the earliest point in time possible to shut down the OASIS structures. Your first email demands the closure before October 14th, which we have no other way than to consider as inappropriate pressure, because we want to discuss the financial aspects of the transfer at the October Board Meeting first.

Your schedule is a unilateral one that has not been discussed with nor agreed to by the Steering Committee. There won't be a lack of supporting entities in November at all unless you kick out all CGM Open related members by then. Nobody has ever discussed that the TC and/or MS should be closed right after a Board Meeting in October.

[4]  OASIS management believes this is not an appropriate use of OASIS dues and has denied the request [5].  This issue remains in active discussion (see the SC mail archives) and is expected to be resolved by or before the October Board meeting.

> Thank you in advance your your work to meet this schedule.  In addition to the influences directing a timely migration to the CGMO Foundation, the CGM Open Member Section in OASIS is expected to be closed by policy (See Member Section Policy Section 3.4 related to lack of Supporting Entities) in November.  You should endeavor to have the migration complete before then.
